2004 Midyear Board Meeting

The 2004 Midyear Board Meeting was called to order by President Dale Dubberly at 1:00 pm EST. The other board members present were: Clair Allen, Roger Hoestenbach, Garry Wagner, Chris Mason, Joel Padmore, Mike Hancock, and Dave Terry. Several guests were present during the meeting and are listed at the end of these minutes.
The minutes of the meeting are summarized below.
1. Treasurer’s Report Approved
Treasurer Padmore discussed the financial condition of the Association and provided an unaudited income/expense report for the year ending December 31, 2003. The AAPFCO balance was $90,144.84 which included $14,909/08 in two CD’s. There was a net income for the period of $10,827.29. The un-audited report was approved. 2. Annual Meeting 2004 Update
Upon the absence of a representative from WI Department of Agriculture, Mike Hancock gave a brief outline of the annual meeting program to be held at the Concourse Hotel, Madison, WI. The schedule is tentative since the details have not been finalized. A powerpoint presentation provided by WI Department of Agriculture was shown.
3. Committee Reports Approved Not Requiring Changes to the Officially Adopted Documents
The following committee reports were received and approved by the Board: BMP, Education and Information, Laboratory Services, Long Range Planning, Seminars, Uniform Bills, Uniform Reports, Sampling TF, and Slow Release Task Force. (Motion by Padmore, Seconded by Allen)
4. Labeling Committee Recommendations Approved
The Board approved the Labeling Committee’s recommendations as follows:
a. That the following terms and definition be moved to Official 2004 status: (Motion by Padmore, Seconded by Allen)
T-58 Absorbed Fertilizer - A fertilizer that has been taken into an absorbent material.
T-59 Molasses - The thick viscous by product resulting from refined sugar production.
S-11 Dimethyl Sulfone (DMS) is a sulfur compound that has the formula C2H6SO2.
b. That P15 Superphosphate be modified as follows and placed in Tentative 2004 status: (Motion by Padmore, Seconded by Mason)
P-15 Superphosphate Is a product obtained when phosphate rock is treated either with sulfuric acid, phosphoric acid, or a mixture of these acids. The guaranteed percentage of available phosphate shall be stated as part of the name. [Other nutrients present above minimal levels may be guaranteed.]
c. that the following new definitions and terms be adopted as Tentative 2004:
Fe-21 Magnetite Rock is a natural rock containing iron materials of sufficient purity and quantity to permit its use as an iron source. The principle iron compound is magnetite, Fe3O4.
K-17 Potassium Acetate (fertilizer quality) is the potassium salt of acetic acid having the formula KC2H3O2.

S-12 Magnesium Thiosulfate (fertilizer quality) is a product composed principally of Mg2S2O3.2H2O. It is commercially available in granular form and in aqueous solution. The guaranteed percentage of magnesium and sulfur shall be stated as part of the brand name.

N-44 Alfalfa Meal is produced from alfalfa which has been mowed, chopped, dried and ground.
N-45 Brewers Yeast is the dried non-fermenting, non-extracted yeast of the botanical classification Saccharomyces resulting as a byproduct from the brewing of beer and ale.
N-46 Brewers Grains are the dried extracted residues of barley malt and/or other cereal grains from the manufacture of wort or beer.
N-47 Soybean Meal is the product remaining after extracting most of the oil from whole soybeans.
N-48 Cottonseed Meal is the product remaining after extracting most of the oil from whole cottonseeds. (Motion by Padmore, Seconded by Hoestenbach)
T-60 Fermentation is an enzymatically controlled aerobic breakdown of energy rich compounds (e.g., carbohydrates to carbon dioxide and alcohol or an organic acid) caused by the biological or biochemical transformations of bacteria, fungi, or enzymes.

Cu-18 Copper Oxychloride is a mixture of variable proportions of copper (II) hydroxide and copper (II) chloride resulting from the partial acidulation of copper oxide with hydrochloric acid.
B-9 Boron Ethanolamine is an organic complex of ethanolamine and boric acid.

T-61 Synthetic Fertilizer – Any fertilizer manufactured from one or more synthetic materials containing no animal parts, animal byproducts, manures, or renderings.

T-62 Fertilizer Quality specifies the suitability of a defined material for use as a fertilizer or in a mixed fertilizer which use in fertilizers shall not be deemed adulteration.

T-63 Organic Input – a fertilizer whose ingredients comply with the requirements of the National Organic Program (NOP) Final Rule as specified in 7 CFR Part 205.

d. That the following new Statement of Uniform Interpretation and Policy (SUIP) be adopted as Tentative 2004. (Motion by Padmore, Seconded by Allen)
28. Labeling of Organic Input
Products. Products intended for use as organic inputs may make statements
on the products label that affirm that the product is in accord with the
National Organics Program (NOP) (e.g., "suitable for organic farming",
"acceptable for use in organic production", "meets National Organic Program
requirements for organic production", or "meets USDA [US Department of
Agriculture] standards for organic production) and may use the logos issued
by recognized agencies such as OMRI (Organic Materials Review Institute),
USDA, certifying agencies, state programs, or other recognized organic
input listing services. Such statements about organic inputs are exempt
from requirements pertaining to organic labeling under the fertilizer law.
5. Presidential Reception Funded
President Dubberly announced that Dick Harrell had been appointed to replace Pat Peterson on the Industry Regulatory Council and that TFI was searching for someone to replace Pat as coordinator of the presidential reception at the annual meeting. Dick Harrell may be appointed and Pat may help out this year.
Mike Hancock moved and Clair Allen seconded that $1500.00 be allocated to the presidential reception to supplement any moneys from donations.
6. Reorganization of Laboratory Services Committee Discussed
George Latimer, Chair, had requested that the Board consider reorganizing the Lab Services Committee to make equal representation of control officials and industry and that industry representatives have voting privileges equivalent to control officials. He visualized the committee taking on some of the laboratory issues that formerly were handled through the AOACI. After much discussion, President Dubberly requested that Chair Latimer: (1) discuss with industry liaisons their feeling as to voting privileges on the committee and how that would relate to their participation, (2) establish a list of prioritized fertilizer methods needing development, and (3) seek more participation from the various state control laboratories.
7. Secretary’s Report
Secretary Terry reviewed activities of the Secretary's office and stated the need to find a person to assume the secretary's duties this year. A summary of these activities is attached.
8. Review of Mid-Year Meeting Format, Fees, etc.
Mike Hancock discussed the format and fee structure of the midyear meeting. There were 20 states represented with 38 control officials, 55 industry, and 2 AOACI members registered. It appears that the $50 fee is adequate but may need adjusting after all the bills are paid.
With no more business the Board Meeting was adjourned at 11:24 am.

Control Official Directory
1, Survey each control office once each year for updates. Try to get the offices to send updates when they occur.
2. Publishing the Directory in Official Publications and on the website.
Official Publication
1. Update Model Documents per Association action at annual meeting.
2. Collect and put in correct format all Industry-Regulatory Council presentations, committee annual reports and minutes of Board Meetings.
3. Collect, select, and scan all photos of midyear and annual meeting to be used in the publication.
4. Compile publication and edit to be sure all information is correct and up to date.
5. Select publisher and have published. Have used Omni-Press of Madison, WI for several years and until last year did a reasonable good job.
Meeting Planning*
Annual Meeting:
1. Coordinate with the chair of the host committee AAPFCO's needs for the meeting including rooms, AV equipment, menus, receptions, etc.
2. Work with committee chairs for their committee meeting needs.
3. Work with IR Council Co-Chairs on needs for the program.
4. Publish the Annual Meeting Program
5. Coordinate taking of photos of the meeting with Larry Whitlock
6. Collect all presentations for publication in Off. Pub.
7. Be sure Presidential Plaque is lettered and any Life Membership certificates needed are lettered and mounted.
Midyear Meeting
1. Coordinate with TFI the selection of the location of the meeting
2. Schedule all committee meetings in coordination with TFI rep
3. Coordinate with TFI the registration of attendees and collection of the registration fees.
4. Try to get an accurate report from the various committees especially the Labeling Committee
5. Coordinate with TFI the agenda of the joint meeting.
6. Publish the proceeding of the joint meeting.
Board of Directors
1. Put together the agenda for the midyear and annual meeting
2. Record the actions of the Board meetings.
3. Send minutes to Board for corrections and approval.
4. Present Board recommendations to Association at annual meeting.
5. Keep Board informed of activities within the Association that I know of.
Tonnage Reporting
Commercial Fertilizers Report
1. Request and collect the tonnage data from all the states.
2. Coordinate with my programmer the compilation of the tables of the report.
3. Work with Harry Vroomen of TFI in reviewing and editing the data.
4. Work directly with some states' data entry personnel in getting their data entered and corrected.
5. Correspond directly with states about questionable data.
6. Put together the final camera ready copy of the report and send to TFI for publication.
7. Send out about 600 letters to CF Mail-list on the availability of the publication.
8. Send out several copies of the electronic version of the commercial fertilizers. This is done almost exclusively via email attachments.
Tonnage Reporting Contracts
1. CA contract was inherited from TVA. We enter the data and run the program. CA Dept of Ag reviews and approves the reports.
2. Tonnage reporting contract with FL involves on-going evaluation of the cost of the contract to make sure it does not cost AAPFCO money.
3. The contracts involve receiving the data from the state, briefly reviewing the data, giving to my data entry sub-contractors., and then running the reports program after the data are entered.
4. Active contracts are with CA, and FL.
UFTRS Software Project
1. Program is working reasonable well. The documentation is finished, has been distributed to users, and is posted on the website. More time will be needed to get more states to adopt and there are several improvements that should be made in the next version.
2. On-line training program is being considered.
AAPFCO Website
1. The site is hosted by Earthlink and costs about $20 per month. The www.aapfco.org domain has been reserved and paid for in advance.
2. The index file(Main page) and the linked files are created on my computer and then transferred (ftp) to Earthlink.
3. It has a very simple organization with the primary purpose to make information about AAPFCO readily available for anyone. I try to keep files small so they download quickly on even the slowest computers/lines.
4. More sophisticated setup is possible if there is a need. I recommend that an Investigator knowledgeable of web authoring be appointed to be responsible for the site.
